BILD Edmonton Metro is looking for a Manager of Metro Strategy! The Manager, Metro Strategy will engage and mobilize the organization and its members to connect, collaborate, and create policy positions on a range of politically complex issues and initiatives facing the building and development industry in municipalities in Metro Edmonton, excluding Edmonton proper. The position will lead key portfolios, conduct research and analysis to support BILD’s Strategic Plan and advocacy priorities and develop a practice in the region that effectively represents industry interests. The role will be responsible for implementing a governance framework that proactively leverages the contributions of the Board of Directors, regional committees and working groups, members, and partner organizations to position BILD Edmonton Metro as the expert voice on building and land development issues in rural, urban, and non-residential settings.
Key Competencies & Responsibilities
Strategy and Leadership
- Proactive issue identification and management of key advocacy priorities and emerging needs within the region
- Preparation of longer-term advocacy strategies and priorities to influence change and mobilize joint action
- Ability to confidently present to elected bodies and officials as well as administrators at all levels within municipal corporations
- Ability to represent BILD Edmonton Metro on behalf of the organization in formal and informal settings under the direction of the Vice President
- Effective and timely communication to senior leadership within BILD, key partners, and affected members
Governance
- Prepare and coordinate all required Board and Committee meeting materials (e.g. agendas, minutes)
- Lead the administration of relevant committees and strategically coordinate issues and responses on behalf of the association
- Identify opportunities for continuous improvement and engagement of committee/member involvement in regional advocacy priorities of the association
- Develop and lead BILD’s regional advocacy and policy agenda by engaging and collaborating with colleagues to develop strategies and detailed tactics
Policy Analysis
- Develop and maintain a sophisticated tracking system to identify and understand how rural and urban policy issues dynamically impact one another across the region, enabling for better decision-making and advocacy
- Contribute to key annual reports and regular member communications including monthly and annual reports, newsletters, and updates related to projects and initiatives
- Develop collateral materials (e.g. technical research/advice, key messages, scripts) to inform and influence stakeholders
- Facilitate meetings and discussions with decision-makers, leveraging the strategic knowledge, expertise, and abilities of BILD’s membership and committee leadership
- Source data and intelligence to inform BILD’s advocacy positions and build clear rationale for action with both municipal and elected officials on priority advocacy issues
- Support regional decision makers by providing industry positions that clearly and persuasively communicate impacts of policy decisions to developers, builders, and the municipality.
Partnerships
- Participate in meetings with other industry organizations, regional partners, and municipal administrators on behalf of the association and prepare briefings and recommendations for decision-makers and leadership including committee chairs
- Foster regular connections with regional stakeholders to enable two-way communication about industry issues
- Circulate requests from partner organizations to members as appropriate to elicit feedback that will influence outcomes within those organizations
- Develop effective collaboration mechanisms with NAIOP, IDEA, BOMA, ECA, Edmonton Metropolitan Region Board, Edmonton Global, and the regional Chambers of Commerce to coordinate strategies
Reporting
- Draft presentations and official responses to regional municipalities and partners
- Draft policy briefings, position papers and annual reports
- Review market updates and analysis to understand the context of building and development in the region
- Identify key issues, propose approaches to solve problems, and execute tactical plans for systemic development difficulties within the region
- Create content for timely communications with a wide variety of audiences
Events
- Develop and support events across the region that create opportunities for BILD members and regional decision makers to build relationships and share information
- Support the planning and execution of member events
- Develop new and innovative ways to engage members and partners in networking and information-sharing opportunities
Measurement of Success & Key Performance Indicators
Each of the regional committees meets every two months, and a meeting of the whole takes place twice per year, including:
- Mandate letters prepared
- Templates are provided
- Chair and committee membership secured and trained
- Agenda preparation with the chair and co-chair takes place
- Minutes are taken and distributed
- Issues are tracked and elevated to appropriate channels
- Advocacy issues are raised, and responses are prepared based on key issues and priorities
- Committee members and supervisors are prepared to write and speak to municipal Councils based on key issues
- Committee working groups and special project teams are supported with appropriate templates and direction
- Presentations to Councils highlight key advocacy positions and effectively convey industry positions, resulting in favorable outcomes
- BILD issues are comprehensively tracked, managed through direct engagement with decision makers, and member inquiries are responded to
- Reports about key issues are prepared
- Research, presentations, and advocacy briefs are developed and communicated
- Council briefs, newsletters, and other information for members are prepared and shared in a timely and professional manner
- Meetings with other industry associations are prepared for, attended and two-way communication is fostered
- BILD events are well executed and fiscally sustainable
Education & Skills
Education and Experience
- Undergraduate and/or graduate degree in planning, engineering, business, social science, public administration, public policy or another related field.
- A minimum of five years of experience in researching, designing, managing, and implementing policy and regulatory-focused initiatives and projects.
- Demonstrated experience with public speaking, negotiation, and relationship-based problem solving.
- Knowledge of municipal governance and legislation is an asset.
Required Skills
- Interest and passion in urban planning, real estate development, public and/or private finance, and/or community development.
- Experience in working with diverse stakeholders and building consensus to reach shared outcomes.
- Excellent communication (written and verbal), project planning, and organizational skills

Compensation/Benefits
$80,000 – $100,000 annually (negotiable), with a base vacation allotment of 3 weeks plus office holiday closure, and enrolment in BILD Edmonton Metro’s benefits plan, monthly transportation and cell-phone stipends, and RRSP matching program.
Duration
This is a permanent full-time position working 37.5 hours per week, Monday to Friday.
